BRUNEI has become the number one target for the French Oil and Gas Industry Council to explore investment opportunities in the ASEAN region because of the country’s economic and political stability, its general manager said.

Benjamin Dupal (pic), general manager of the GEP-APAC, the council’s regional office, said that Brunei and Myanmar has become the prime target for them to bring French small-to-medium enterprises (SMEs) in the oil and gas industry to.

"However, Myanmmar is currently undergoing transformation, and it is much more difficult and bureaucratic to do business in say Indonesia or China, so we want to develop strategic ties with the (Bruneian) authorities," said Dupal.

In an interview with The Brunei Times on the sidelines of a business-to-business (B2B) meeting amongst French and Bruneian companies in the oil and gas sector, Dupal said that GEP-AFTP wants to ensure that French companies can invest "somewhere safe". The latest developments in deep offshore explorations in Brunei, such as the oil blocks in the commercial areas has drawn French interest, he said.

"The development of the deep sea blocks is closely watched from the French perspective, especially with Total (the operators) being one of the leaders in the deep sea project, the industry has followed that, especially because the French are well-recognised for their work in the deep sea," said Dupal, adding that the French are one of the best for developing deep sea fields.

During the visit, GEP-APAC, with the French Trade Commission UBIFRANCE as well as nine other French companies met with PetroleumBRUNEI, the Brunei Economic Development Board (BEDB), Brunei Shell Petroleum and Total.

Dupal said that the last time the GEP and UBIFRANCE was in Brunei was 18 months ago, where the two out of 10 companies had successfully formed partnerships with Bruneian companies.

"That’s why GEP is in the region. When SMEs from France come to the Southeast Asia, they return and the distance affects the continuity of the business (talks). Whereas if GEP is here, we can do follow-ups on the activity from Singapore and from there, we would also like to create bridges with PetroleumBRUNEI or BLNG, and the Energy Ministry," the GM said.

"Dialogues held with the Bruneian authorities will enable GEP to see what the requirements of the country are and identify within our members to see who will be able to setup business in not only the local but also regional market," he added.

Dupal expressed hope that he will be in discussion with the BEDB on a regular basis to explore more opportunities.

"I don’t believe in starting big, I believe in identifying first in a rationale way, which one of our members have interest in setting up in Brunei, and we have to work with Bruneian authorities to see which area Brunei needs services, or is interested in developing."

Michel Cywinski, UBIFRANCE’s trade commissioner and country director of Singapore and Brunei said that the two companies from 18 months ago are currently participating in a tender.

"Now, after 18 months, we’ve decided it was a good time to bring new companies, and all of these companies, except one, do not know Brunei. They have no business here, so it’s very important for them to meet potential companies. Especially focus on the local content issue, which is a key driver for oil and gas sector."

Cywinski said that the current delegation of nine companies were carefully selected, as all of them are possibly considering investing, or having some form of technology transfer to Brunei. "It’s very important for us to have a better selection of companies, and we hope this outing will be better than last time because the initial selection was stronger from the start," he said.The Brunei Times

Areva présélectionné en Jordanie pour son réacteur nucléaire ATMEA1

Areva a confirmé lundi que la commission jordanienne de l’énergie atomique (JAEC) venait de finaliser son évaluation, après deux ans d’études, pour sélectionner la technologie, parmi les trois en lice, du premier réacteur nucléaire construit en Jordanie.

 

Les 3 technologies évaluées étaient :

 WWER ASE du russe Atomstroyexport,

 CANDU EC6 du canadien SNC-Lavalin,

 ATMEA-1 du consortium franco-japonais Areva - MHI.

"Cette évaluation a été conduite dans l’objectif de sélectionner la technologie répondant le mieux aux besoins du pays, tout en assurant les plus hauts niveaux de sûreté" a indiqué Areva dans un communiqué.

Et d’ajouter : "D’après les conclusions de l’évaluation, la technologie ATMEA1, développée par l’équipe franco-japonaise regroupant Areva, Mitsubishi Heavy Industries (MHI) et leur société commune ATMEA, répond aux besoins et aux exigences de la Jordanie en termes techniques et économiques. Cette décision représente une étape majeure dans le développement de l’ATMEA1, un nouveau modèle de réacteur nucléaire d’une puissance de 1 100 MW."

Mais il apparaît aussi que la JAEC a décidé de poursuivre également des discussions avec le russe Atomstroyexport pour son offre WWER.

Durant une seconde phase d’évaluation, c’est donc 2 offres qualifiées qui seront examinées. Au cours de cette phase, "quelques sujets - techniques - importants seront étudiés plus en détail et des informations spécifiques en provenance du site sélectionné et de l’exploitant seront intégrées."

"Cette présélection est une véritable reconnaissance de la technologie ATMEA1 qui répond aux strictes exigences de la Jordanie, avec un niveau de sûreté le plus élevé en tant que réacteur de 3ème génération, avec une technologie éprouvée et avec des performances opérationnelles exceptionnelles", a souligné Philippe Namy, Président d’ATMEA.

Comme tient à le rappeler Areva, la conception du réacteur ATMEA1 intègre l’ensemble des fonctions de sécurité nécessaires pour "protéger", "refroidir" et "assurer" le confinement du réacteur dans toutes les situations, "répondant aux exigences les plus importantes du projet jordanien".

Le réacteur ATMEA1 est un réacteur à eau pressurisée de 1 100 MWe, convenant à tous les types de réseaux électriques, notamment les réseaux de taille moyenne. Ce réacteur a été conçu et développé par ATMEA, une coentreprise créée à 50/50 en 2007 par Mitsubishi Heavy Industries et Areva.

Linxe (40) : une explosion dans une usine fait huit blessés

L’accident serait lié à la poussière de bois. L’entreprise est spécialisée dans la fabrication de panneaux de bois. L’usine Darbo, à l’entrée du bourg de Linxe, dans les Landes, a été hier matin le théâtre d’un accident industriel survenu peu avant 10 heures. L’explosion s’est produite dans une trieuse à copeaux, l’une des machines de cette entreprise spécialisée dans la fabrication de panneaux de bois. Elle a fait huit victimes.

Outre trois salariés de Darbo, cinq employés de prestataires de services qui assureraient des travaux de maintenance dans l’usine, fermée pour l’occasion, ont été blessés. Les brûlures à la face et aux avant-bras dont souffrent deux Linxois de chez Darbo incitaient hier soir à la plus grande prudence. À la mi-journée, après avoir été pris en charge par quelques-uns des 55 pompiers mobilisés sur les lieux, les deux blessés étaient héliportés jusqu’au service des grands brûlés de l’hôpital Pellegrin de Bordeaux. Les cinq autres, brûlés plus légèrement ou contusionnés, étaient quant à eux évacués en ambulance vers les centres hospitaliers de Dax et de Bayonne. Une cellule de soutien psychologique allait également accueillir une trentaine de salariés choqués par l’accident.

L’origine de ce dernier ne faisait guère de doute. La poussière de bois possède en effet la propriété physique, moyennant de nombreux facteurs, de devenir explosive.

PC de crise

Ce qui est arrivé mercredi matin s’était déjà produit en 2007 dans un silo de cette même usine, aujourd’hui propriété de capitaux portugais. C’est la raison pour laquelle l’accident a été abordé avec le plus grand sérieux par les secours, organisés au travers d’un PC de crise commandé par la préfecture et installé aux portes de l’usine. Dès l’appel, les sapeurs-pompiers ont ainsi décidé de se déplacer en nombre, en sachant qu’ils auraient à réaliser une double intervention de secours à personnes blessées ainsi que de maîtrise d’incendie. Six véhicules ont été mobilisés afin de maîtriser les trois foyers, qui se sont propagés à la suite de l’explosion. Celui de la canalisation, bien que difficile d’accès, a été éteint dans les heures qui ont suivi l’accident. L’extinction des deux autres foyers, dans des silos où la matière organique s’est embrasée, a nécessité plus de temps en raison de la vidange de ces deux éléments. La production de l’usine a pour sa part été stoppée et ne reprendra que dans les prochains jours, une fois que les différents constats et investigations liés à cette explosion auront été réalisés.

Fuite de gaz en mer du Nord : "pas d’impact ... sur l’environnement"

Le 25 mars dernier, une fuite de gaz survenue sur le gisement d’Elgin en mer du Nord britannique, à environ 240 km à l’est d’Aberdeen a obligé le pétrolier Total à arrêter la production des champs concernés et à évacuer le personnel du site.

Total a fait un point mardi sur la situation en annonçant que la fuite de gaz sur la plate-forme de puits d’Elgin persistait encore. Le Groupe indique avoir déclenché son plan d’urgence et mobilisé des équipes de gestion de crise à Aberdeen et à Paris.

"Les 238 employés du site ont été évacués vers les côtes écossaises. Aucun blessé n’est à déplorer (...) et la production des champs d’Elgin, Franklin et West Franklin a été totalement arrêtée" a précisé Total dans un communiqué

Par ailleurs, des études sont en cours afin d’analyser "les causes de la fuite" et déterminer les actions à mettre en œuvre pour la maîtriser. Total explique également suivre activement l’évolution de la situation grâce, notamment, à des navires de surveillance déployés dans la zone.

"Un avion de surveillance a confirmé la présence d’irisations à proximité de la plate-forme. Il s’agit de boues de forage et/ou de produits légers associés au gaz représentant un volume actuellement estimé à environ 30 m3. Les premières indications montrent qu’il n’y pas d’impact significatif sur l’environnement et que l’utilisation de dispersant n’est pas nécessaire à ce stade" affirme le pétrolier français. "La compagnie Oil Spill Response Limited (OSRL) a été mobilisée et évalue la situation."
